New carpet in a rebuilt house: keeping the warranty
The Thomas Fire destroyed 504 homes inside the city in December 2017. By November 2025, the City counted 404 rebuilt homes approved for occupancy, each with new floors, and a new carpet’s warranty comes with conditions of its own.
Short answer
Follow the warranty’s cleaning schedule, and keep the proof. Shaw says a typical household’s carpet should be cleaned every 12 to 18 months and asks for proof of periodic hot water extraction with equipment certified under the Carpet and Rug Institute’s Seal of Approval program; Engineered Floors calls for professional hot water extraction on the same schedule. Ask the cleaner whether its equipment and solutions carry the Seal, and file every invoice with the warranty.
How many homes have been rebuilt since the Thomas Fire?
Late on December 4, 2017, the Thomas Fire reached Ventura’s hillside neighborhoods, Clearpoint, Ondulando and Skyline. The City’s own figures for homes inside city limits, destroyed and damaged in the fire and rebuilt after it:
| Measure | Count | As of |
|---|---|---|
| Buildings destroyed | 535, of which 504 were homes | December 2022 |
| Buildings damaged | 150, of which 140 were homes | December 2022 |
| Rebuilt houses complete | 320 | December 2022 |
| Rebuilt homes approved for occupancy | 404 | November 2025 |
| Rebuild permits under construction | 31 | November 2025 |
| Rebuild permits in plan review | 18 | November 2025 |
A house rebuilt from the ground up has new floors throughout, so the care a carpet maker’s warranty asks for applies to every carpeted room.

What a carpet warranty asks of you
Carpet warranties can depend on cleaning. Shaw says a typical household’s carpet should be cleaned every 12 to 18 months, depending on how many people live there and how busy it is, and to keep its warranties it asks for proof of periodic hot water extraction, by a professional cleaning service or a do-it-yourself system, using equipment certified under the Carpet and Rug Institute’s Seal of Approval program. Engineered Floors calls for professional hot water extraction every 12 to 18 months for its Dreamweaver carpet.
Every maker writes its own terms, so read yours for three things: the method it accepts, how often, and what proof it wants.
What the Seal of Approval means
The Carpet and Rug Institute’s Seal of Approval program tests five kinds of cleaning products: extractors, solutions, vacuums, deep-cleaning systems and interim systems. Cleaning professionals gain the certification by using products that carry the Seal, so the question for a cleaner is simple: are your extractor and your solutions Seal of Approval products?
The receipts to keep
An invoice is the proof a warranty claim asks for, so make sure each one shows:
- The date, the rooms and the square footage
- The method, written out: hot water extraction
- The equipment and solution, where the warranty asks for Seal of Approval products
- The cleaning company’s name and what it charged
- Any spot or urine treatment, listed separately
Keep them with the warranty and the installation papers for as long as the warranty runs.
Looking after new floors
Shaw says walk-off mats at doorways prevent a majority of staining and soiling, and New York State’s carpet care manual explains that grit left in carpet wears the fibers as it is walked on, so vacuum the entries often. For pet accidents, Engineered Floors warns never to use heat or hot water on a urine stain.
Hard floors in a rebuild have rules of their own. HGTV warns never to use a steam mop on real wood, and Stanley Steemer cleans solid and engineered wood, laminate, vinyl and luxury vinyl, and linoleum with a neutral-pH solution.
